[themes] Combining Themes

Is it possible to combine the inner vertical region of one theme and
the header and footer of another?

For example, I would like to combine these two:

To create this:
http://www.thesolarforum.com/theme.jpg

Any thoughts on who to have combine them and could I get it done for
$100 since it's just the combination?
