[translations] Introduction

Hello everyone,
let me introduce myself, too. My name is Adam Rambousek and I'm from
Czech republic.
As this indicates, I'm translating Drupal to Czech with the help of a
few friends.
With 4.6, we have translated some 99% and I stopped the remaining
translation waiting for 4.7 release.

Would it be possible to release 4.7 POT a bit earlier before final
release? I think there should not be much changes in strings and
translators could at least import strings from 4.6 to have some
translation ready for 4.7 release.
