[translations] Bulgarian translation

[Drupal BG]

Hi,

I have done a full translation in Bulgarian language. I have acquired
a CVS account so that I can upload to the bg translation (my username
is drupalbg). There is already a bg translation project which has been
inactve for 2 years:
http://cvs.drupal.org/viewvc.py/drupal/contributions/translations/bg/
The old translations are for drupal 4.6 and translation is incomplete.
I tried to create a 5.x branch but got this error:

$ cvs tag -b DRUPAL-5 contributions/translations/bg

What is the right thing to do?
