[translations] Chinese Translation

Hi Tambe,
What i will suggest is the database solution.
Take a dump of your locale translation  tables "locales_source" and 
"locales_target" and recreate the same tables online.
What you can do next is to run a select count(lid) from locales_target; 
for example to be sure that all data is online.

This should resolve your problem or at least will give you an idea of 
where the problem is.
