[translations] Starting a new language - Armenian

Hi,

We have started an Armenian Drupal community and translation project
for Armenian language at www.drupal.am. We have translated about 20%.
We now would like to start a new translation project for Armenian
language on Drupal.org. Could you please help us to setup a new
project on drupal.org to start submitting translations?
