There are three possibilitties:

1) you upload your PO file to the Finnish translation and ask them to
put it into CVS with the respective module

2) you upload your PO file to the respective module and ask the
maintainer to put it into CVS

3) If you think you will create more translations you can apply for a
CVS account to put your translations into CVS yourself.
