[translations] staging localization server and more suggested changes

Hi, Gabor

Is it possible / normal that the Drupal username (gusgsm1 or
gusgsm1 at drupal.org) returns a 401 error "authorizatrion required"?

It's just that I would like to take a peep and make a test drive.
