It's not a mad rush; it was an expectation that Drupal 4.7 was going to 
be the stable release about 4-6 months ago, but this turned out not to 
be the case, and it put the community in a somewhat unusual position. 
There will be effort made in the future to prevent this kind of problem 
from occurring in the future.
