Michael,

"Solutions Architect" probably is the answer. Client knows what he wants
mostly or most of the time they have a sense of what they want. The role
you want is someone who can :

a) Build Relationship with Client as well as Company Sales team
b) Do research on available solutions and best practices in Drupal
c) Work with Project Manager and Team to validate the soltuion
d) Engage with Client to see how much of the work will be done by them
v/s you as a company
e) Draft a Proposal with detailed effort and work With Sales Team on the
Sales Cycle related sensitivities.

Once a project is signed, it is the responsibility of the Project
Manager to deliver as per the requirements.

A person whom a Project Manager and Solutions Architect both report in a
Professional Services Organization is Deliver Manager who is generally a
Client Relationship Manager and a point of contact for all Escalations.

Feel free to contact me for any help you need.
