That is the single most important reason for updating, in addition to new
features (which does not apply if the client/you are happy with what they
have).

I the past there was talk about a bunch of shops/consultants getting
together and maintaining older versions (this was in the 4.7 days). It did
not happen, but if there is enough interest, then it can happen with
coordination with the security team.

Again, this is open source and there is no restriction on what or how you
want to use it. You just have to put the effort for it.
