I know certification was a polarizing topic last year in a lot of forums.  I
sat in on a panel discussion about training at Drupalcon DC (unfortunately,
it was one of the few not on video).  Jay Batson with Acquia, who was in the
audience, mentioned during the Q&A session that the Yellow Jersey program
was postponed last year, but he is now spearheading the efforts and it is
back on the radar.  The delay was not because of a lack of interest, but
finding the time to adequately address. He said they are very much in the
formative stages, and he was receptive to community feedback on the best way
to craft a program that serves varying interests.  He went on to say that
there are a number of other training models and best practices that they are
processing. With that said, a lot of these ideas sound viable if you want to
ping Jay directly. In short, you should see an Acquia sponsored Drupal
certification program rolled out by the end of the year.

If I understand correctly, there is nothing to stop us from offering a 
different certification.

I like the idea of having an open, community-supported certification 
system. Your 'badge' idea works well with this concept. Let's say 
Merlinofchaos writes a 'views' certification - this can be offered as a 
component or badge as part of the certification.

Make it free to take, but make the individual badges difficult to 
obtain, so that the mark represents a true knowledge of the subject 
matter. Make the badges specific to different versions of modules or 
core. ie:

 * Drupal 6 Core
 * Drupal 7 Core
 * Views 5.x-1.x
 * Views 6.x-2.x

This could even be offered under a name like 'Open Drupal 
Certification', according to the Drupal trademark policy draft. And 
easily implemented under Drupal.
