There are more hobbyist users than you think. They just are not on
this list. I don't think that removing current core modules to the
contrib repo is a good idea. It would screw up the upgrade path for
thousands of existing sites. Things like the blog module simply do not
need much development, they are feature complete. Adding bells and
whistles would only make them harder to use.

Yeah, I've read enough site implementations for the rest of my life I
think.
