I don't believe this is the case.  The JS developers are always  
discussing how the behavior degrades without JS.  The JS that is  
going in, it seems, is providing lots of nice-to-haves, but they are  
not making JS a prerequisite for Drupal...the software will still  
work without it;  the user experience will just be a little different.

If I am wrong, someone please correct me, because if this is not the  
case then I have a huge problem with it too.  There is nothing worse  
than sites that require JS to function properly...well...ok, sites  
that require IE are worse.  ;-)
