I figured out how to stop if but not why it's happening.
I didn't find it in the bug list, do you know it's been reported?

disable the statistics filter module and disable error reporting to the
screen via the config option in administer // settings.

     I have just  upgrades a site to Drupal 4.6.0 form a non drupal
technology.
 And I keep getting  PHP errors. 
 get_browser():  browscap ini directive not set. in
/home/inmrcco/public_html/modules/statistics_filter/statistics_filter.module
on  line 136. 
 
 I like to fix the  problem and barring that I like to be able to trap them
and send them to another  page.
 Can any one point  me in the right direction.
