[drupal-support] garbled characters on website

i created a website on an ISP by FTPing my drupal folder. the site
worked fine for a day, then it began to display junk characters on all
pages. (http://benegal.org/drupal). so then i created a sub-domain and
ftp'ed again. this worked fine for a day and then garbled characters
again (http://kalki.benegal.org).
It seems if i either rename the themes folder to something else, it
starts working.

Now what i do is to change the default theme, and the site works (for
this i have to type ?q=admin/themes in the URL, and login again). Then
the garbled characters stop. (If even _this_ page comes garbled, then
the only option is to rename themes to OLDTHEMES, and then rename it
back.

Can anyone tell me how to stop this, and whats going on anyway. on my
local machine, the site works fine.
