I have a site I am building for my wife that uses Drupal 4.6.3, and the 4.6.0 
versions of both the PayPal Framework and the PayPal Subscription modules.  I 
have both modules installed and enabled, but not configured.  I am not 
experiencing the same problem as you.  Maybe it is the interaction of the 
PayPal Subscriptions module w/some other module?  I do also have installed 
and enabled, but not configured the following modules: Amazon associate 
tools, Amazon items, Amazon search, Banner, E-Commerce, E-Publish, and Theme 
Editor.
