You say "view the bills" but you also want them to be able to pay the
bills that they view online, right?  EBPP (Electronic Bill
Presentation and Payment) as it were.

Drupal very much supports paying online.  I'm not sure if eCommerce
currently works in the way you are looking for it, but it certainly
does include billing.

Gordon Heydon [1] maintainer of eCommerce has set up a mailing list
for ecommerce issues [2] where this might be more appropriate to
discuss.
