[support] Error trying to upgrade to 4.7.4

Hi,

I'm trying to upgrade my site from Drupal 4.6.8 to 4.7.4.  I set up a test server, and everything was working there as 4.6.8.

I logged in as the user 1, then removed all the old files and modules, loaded up the new files and modules, and ran update.php.  I got the following error:

Fatal error: Unsupported operand types in /home/devpri/public_html/includes/form.inc on line 98

Now, this doesn't seem to make any sense, because line 98 is:

$form += _element_info('form');

And I don't see any unsupported operand types there.

Can anyone suggest the next steps to try to resolve this issue?
