My mistake. I assumed your subject "user File Space" meant "the (disk)space a 
user gets for files".

It has nothing to do with it. 

But you can restrict, per role, who can download files who can upload them and 
who cannot. Upload module will help you a little, but getting "private" files 
to work is not very easy.
