more or less.  If you enable blogs in Drupal, every registered user  
gets a URL that would look like this:

http://mydomain.com/blog/<user-name>

or to be more specific, if there is a user named 'luis'

http://mydomain.com/blog/luis

perhaps that will do it for you.
