[support] Banner Module

Greg,

I must be taking crazy pills because I do not have this under
admin->banners.  The ONLY thing I have is "list".  I have my banner_db*
files set to 2755, group executable, and owned by apache:drupal.  The
banners directory under files is set to the same.  I do not have any
errors in the logs, so I am at sort of a loss.
