Brett,

I sent you a screenshot of my admin/banner page.  Is that what yours looks like?

Note that on the right hand side is an "options" column with a "view"
and an "edit" link which should contain a page where you can "enable"
a specific banner.

I had a problem yesterday where a block on the right side of a themed
site was placed on the top of content on the page and was located in a
specific pixel location within the page.  This meant that if certain
items in the body were really wide they would get hidden under this
block.  My solution was to go to blocks/configure and limit the block
to be hidden on admin/* pages.  I'm not sure if that is the problem in
your case, but it's a useful hint in general anway.
