[support] Strange issue

Hi Simon,
Thanks, yes, I have done those things. I have placed an index.html file
there, and that displays fine. index.php (non-drupal) displays fine.
My host has since told me that it can not find settings.php (the config
file), but I have checked, the file is there, it is correct (not
mal-formatted, or anything), and I have even replaced it from scratch.
Still not working...
I have asked the hosts to go over the permissions for me.

Have you tried uploading and accessing any non-Drupal content on that
host? That should be a very informative troubleshooting step. Try HTML
and PHP content to see if there is any difference.
It could also be a permissions issue.
