You don't move, you remove and add.

The remove part:
In your site's administration area (specifically, admin/build/menu/settings) 
you simply set "Menu containing primary links" to "No primary links".

The add part:
If enabling the Primary links block and placing it in the desired location (as 
you've already done) is not what you want, then custom themeing is the 
answer, and that information is rather in depth and mostly covered here:
http://drupal.org/handbook/customization

The part in the upper right is not a block, but a special menu that is placed 
in that position with themeing.
