[support] theme issue

This would definitely be a bug, but I tried it on Drupal 5.2 with the
Abac theme and didn't happen, so I can't verify it. A block with
region = none and weight = -10 doesn't appear, and a bug which can't
be verified can't be fixed...

Perhaps you have some special circumstances?
