[support] FORUM permission and moderation granularity

I actually have done that... probably I was not too clear when I said:
"Show-Allow Update-Allow Delete-Deny Create List permission to
authenticated user ....  >>and for all forums<< does  not change the 
behaviour "
i.e. drop down list is empty
