[support] HTML Help Won't Go Away After Toggling it Off

Dupral Supporters!

HTML help won't go for Filtered HTML Input Format even after I have
unchecked the box at:

/admin/settings/filters/1/configure

[Interesting that none of the other imput formats that I have installed seem
to have a toggle like that to turn off the display of the formatting
instructions.]

The use-case is one in which the the user must use TinyMCE (I like to
torture our users -- heh -heh) to input content in the body field. HTML Help
not only clutters the page, but could mislead someone to actually type in
some of the approved html into the editing box. Note that if a user inputs
"<strong>" TinyMCE will output this to to the Drupal db as: "&lt;strong&gt".

Argh.

Is this a bug or am I missing something?
