[support] problems with zen subtheme

Hi all,
 
I'm developing a zen subtheme.
Is there a way to remove the
"configure" tab that appears on every block/menu?
How can I do that?
I've noticed that there's a css
for this editing function, but
I'd like to disable it definitely.
Where is it implemented?
