I've done something like this using the custom argument parsing in
Views (and passing that to a filter), and then playing with the
template.  It's not a clean solution, but it works.

There is also a "Directory" module that does something like this,
didn't really work for me.

This probably isn't the best answer, and hopefully the drupal gurus
can chime in and lead you to a better solution.
