[support] help with Drupal 6 theme inheritance

Did you clear cache (in admin settings performance)? Its certainly
needed when you create or change .info files.

If subtheming a core theme would be the problem (like the first answer
says) you could just copy garland to sites/all/themes and call it
garlandcopy and replace garland with garlandcopy for the .info and
template.php files. Also check out how Minelli is set u, its a core
subtheme of garland.
