[support] domain access automation

Hi list,

I would like to use domain access to create a multisite where a non 
technical user should
be able to create a new site; when the user creates a new site/domain I 
would like to
automate the creation of a new user with editor permission on the new 
domain, of
a set of pages and menu items and maybe some other stuff...
I am reading on actions and rules modules ... but I am still not sure 
whether they
will be the right tool for the job; I'd appreciate any hint,
