Drupal is a great choice for this.

You can use VoiceBox to get this done very easily - for two examples of 
VoiceBox-based sites, see http://youthvoices.net/ and 
http://voicesonthegulf.org

VoiceBox is an installation profile built with funding from the Knight 
Foundation as part of the Knight Drupal Initiative.

The codebase, and accompanying documentation, is available at 
http://code.funnymonkey.com
