You need X11 system on the server side and sshd capable of forwarding
X11, then you login from the client with $ssh -Y to enable GUI.

You don't need full blown X11 system, there is fake X11 for this tasks,
for example xvfb or kdrive(??).

I don't think you need window-manager for this.

And I have doubt whether you need a browser on the server-side in the
first place.
