Sounds like a problem with the VPS then. I have a VPS running on Linode
and currently have 5 separate Drupal 7.2 installs running on it,
including one that is a multisite install.

For the temporary directory problem, you can set that under
/admin/config/media/file-system. 99% of the time in *NIX servers, /tmp
will work. If not, you can create a directory anywhere on the server and
give it +RW permissions for Apache/PHP and set that path on the File
System form. I would suggest trying this route and giving the new
directories ownership to your Apache user (you can find the user Apache
runs under in the httpd.conf file). Some VPS' do weird stuff with their
installs when it comes to security and that could be causing an issue,
so creating your own, custom temporary directory for the install might
end up correcting the problem.
