Sorry I misread one of your earlier emails.

Anyway you say you have 2 installs 
  a.. /public_html/drupal/ 
  b.. /public_html/drupal-7.0/
Is the .htaccess file in “public_html/” or “public_html/drupal (and/or drupal-7.0)”?
