Aha! I think we are getting closer...

a.. /public_html/drupal/ - (new install where the problem lies) has only .htaccess.txt and not .htaccess
  b.. /public_html/drupal-7.0/ - has both
Copied the file over and now the check box appears which I can use to enable clean urls and I can now access /admin/modules for instance.

THANKS ALL VERY MUCH FOR YOUR TIME AND BRAIN CELL ENERGY!!

Sorry I misread one of your earlier emails.

Anyway you say you have 2 installs
    a.. /public_html/drupal/
    b.. /public_html/drupal-7.0/
Is the .htaccess file in “public_html/” or “public_html/drupal (and/or drupal-7.0)”?

This is the new install I have been asking you good people about. It's now exactly noon here in Hollywood, Ca.

Good. Have you tried “clean URLs” with the new install?

BTW. I sent my last email at 19:06 and it says on the list that it was sent at 19:26 so god knows what is happening

A quick Google search reviled that Bluehost have the Apache Rewrite_ Mod is enabled by default.

Can you make sure that you have the .htaccess in your web root “public_html”

Drupal 7 automatically tests for clean URL support when you install it. You do need to have the Apache mod_rewrite module to allow it and allow overrides in Drupal's directory, so Apache will parse the .htaccess file.

When I click on that link I to a page where it says
Use URLs like example.com/user instead of example.com/?q=user. If you are directed to a Page not found (404) error after testing for clean URLs, see the online handbook.
and a button to run the clean URL Test. When i run it I get no response

Just go to /admin (index.php?q=admin if you don't have clean urls). From there you got the admin overview page and can click on modules.

Silly mistake! Disabled the normal admin toolbar before enabling the better one. What is the URL to get to the modules page to enable it?
