[support] Drupal 7 menus

I seem to have an interesting problem with disappearing menu items.

As admin I have Data Entry menu which provides for adding taxonomy terms:
Add event                      (Content Type)
Add Contact                  (Content Type)
Add Author                    (taxonomy terms)
Add book reference      (taxonomy terms)
Add Where (location of meeting)   (taxonomy terms)
Add article                     (taxonomy terms)
Add Page                       (taxonomy terms)
Add User
Add Rule
this menu is for administrator, editor and coordinator with suitable 
permissions.

Data Viewer displays taxonomy  for adding terms or altering current entries
View Authors list
Event list
Book references list
View quotations
View locations list
View contacts list
etc.
This menu is for admistration and Reviewers.

If I log in as Reviewer:
the only menu items are
Events list
Contact List

If I log in as Editor or Cordinator:
Menu items visible are
Add Contact
Add Event
Add Article
Add Page.

Data Viewer menu displays:
Events list
Contacts List

I've checked everything but cannot solve why some menu items don't exist 
for some Users/Roles
It seems that taxonomy systems do not readily display as menu items in 
this case and the only 2 consistent menu items are contacts and events 
which are Content Types.

Has anyone solved this or got any tips on what to look for please?
