And if you are actively developing, switch off css caching in the
configuration menu, otherwise, you'd have to clear the cache
constantly.

Uncheck "Aggregate and compress CSS files"

And when you restart caching, I'd remove manually all files in the
/sites/default/files/css/ directory.
