[support] D7: .htaccess in temporary directory?

Dear all,

On a D7 site, admin/reports/status says there should be a .htaccess file
in the temporary directory.
However this directory is in /tmp so outside of the docuemnt root
and moreover a file there would be removed at each system startup so
would have to be re-installed.

Should the temporay directory for Drupal be somewhere else?
