[support] Network error ( tcp_error )

Hi Drupal Support team,

i am developing a site in drupal and it gives some time the following error:
Network Error (tcp_error)
  A communication error occurred: ""   The Web Server may be down, too
busy, or experiencing other problems preventing it from responding to
requests. You may wish to try again at a later time. in some pc it is
opening without error but in some it gives that error
could any one please tell the reason for this error and a solution that do
not occur this error again
