[themes] Civicspace theme declaration - styles.css

Hi Josh!

  As a rule, all custom styling in the CivicSpace theme should be made in a
custom.css file in the styles directory (and included in the styles.css) or
placed in a new directory with the base style included at the top of a
custom styles.css.  This makes it easier to upgrade the theme in the future,
and keep your styling separated from the core code.
