Regarding what Ber said.

One of the reasons we want to do the template stuff, is we have  
implemented a hook_widgets, which allows you to register all the  
theme functions
as well as provide default lipsums for them. Basically so we can  
build unit tests for the markup, and we can construct a single HTML page
containing all the elements that are themeable.

We need to get the templates patch in first though (and it's getting  
there).
