[translations] who would be first to inhabit localize.drupal.org?

I would like Telugu (te) to be on localize.drupal.org. We didn't have a
translation server set up. However, we have done some localization at
etelugu.org.

I (and couple of my friends) are happy to contribute via localize.drupal.org
.
