Core is really 3 things -- the lowest level subsystems and abstractions providing APIs, the required glue and UI modules wrapped around them, and the current CMS-oriented modules included with core.
It would be nice, in my view, to minimize the amount of "required" code to build a site with Drupal.
This is already work in progress. Even block.module will be optional in D7.
The more there are specific use case modules which are tightly coupled in core, the more it gets in the way of developing flexible sites and supporting flexible APIs.
None of the modules that have been recommended for removal from core are really tightly coupled and hardly get in the way at all if you don't need them.
