I'm all for making .install files for (non-required) core modules. It means that a user can install Drupal with very few modules enabled, and they won't have a whole lot of unnecessary tables created in their database. But anyway, this should probably be held off, until after the new install / dependency / profile / etc system goes in. Jaza.
