I don't know much about this stuff, but I believe Darwin Streaming Server is pretty standard for self-hosting a stream. On the services side, BlogTalkRadio is one option popular with talking-head-type podcasters. I have no idea what traditional radio stations use.
Once you've got a working stream that you can listen to live, then some of the other suggestions (like the Station module) might help you do cool stuff with your stream on your Drupal site, including capturing and archiving it.
