It is a fairly small difference to me. An API is an API and the fact that it is compiled in a DLL or scripted, apart from the visibility of code has no real philosophical or legalese difference.
Actually, according to the terms of the GPL, and the FSF's interpretation of it and the public FAQs they have posted, *only DLLs that are part of the OS would be allowed to the included in such a way*. --Jeff
