How would the team go about this decision? A simple vote? Does the majority rule, or does it need to be unanimous?
We'd need to reach an agreement in a similar way that we do reach agreements about patches that go into Drupal: By discussion among experts.
Even if the answer of "who makes the decision to switch to a new RCS" was "Gerhard Killesreiter", at least it would be more clear what needs to be done to switch. As is, I still think it's totally unclear.
Since I am ultimately responsible for running drupal.org I of course wouldn't agree to running a RCS that would likely exceed our servers capabilities or put a lot of work on the table of the infrastructure team by creating support requests.
