we should probably document this on the
"updating your modules" handbook pages as a best practice, with a short explanation about why it's a bad idea to start porting to HEAD while it's still a moving target.
thats a personal preference. there is no benefit to us encouraging or discouraging module developers from working with HEAD. the more people work with HEAD the more polished it is when code freeze arrives. it is fine to educate module developers, but i would not use the term 'best practice'.
