I've taken to thinking of it as a polite synonym for won't fix. I'm a bit ashamed to admit that I don't think I've ever re-opened an issue on any of my modules once I've marked postponed. I've taken to either closing them or marking them as feature requests for the next version.

I've actually used this as a note to myself to adopt a feature request in Core while Core is frozen. It's a note to myself "hey, you adopted this feature but got it out of the way for the other queues, come back to it later".
